INNOvation TRAINing IT Central Europe (TRAINING für INNOVATIVE IT-Dienstleistungen im Mittelstand)
Projektleitung in HHN: Prof. Dr. Dieter Hertweck
Mittelgeber: EU Interreg IV CENTRAL EUROPE Programme
Partner: 12 in 6 Ländern
Projektzeitraum: 01.04.2010 - 31.12.2012

Background: Information technologies (IT) are regarded as key drivers of innovation in Small and Medium Enterprises (SMEs). However, many SMEs particularly in the production sector still have difficulties in utilizing those novel technologies efficiently in order to foster process and product innovation. This is partly due to the fact that many 5MEs don't use IT Service Management (ITSM) and waste many (financial and personal) resources in running basic ITfunctions like printer or update management - which leaves no capacity for "real" IT -enabled innovation.
ITSM is a discipline for managing IT systems, centered on the customer's perspective of IT's contribution to the business. Thus,by strengthening the performance of SME's IT departments, ITS enabled process innovation (e.g. eProcurement) and product innovations (e.g. client services) can be promoted.
However,SMEs are not using these opportunities to the full. This deficiency can be regarded as a result of
a) a lack of knowledge on existing solutions and their potential
b) a general reluctance regarding the outsourcing of business processes
c) a lack of trained and informed personnel
d) a lack of transparent and neutral information platforms on ITSM and related training programmes.
The planned innovation process of the project INNOvation TRAINing IT Central Europe (INNOTRAIN IT) can be described as an Innovation Spiral:
First, the implementation of ITSM makes resources in SMEs available.
Secondly, ITS enabled process innovations and thirdly product innovations can be developed and implemented. Objectives: INNOTRAIN IT aims therefore at providing SMEs with the knowledge and competencies necessary in order to use ITSM effectively for improving their own innovation potential. In a wider perspective, the project will contribute to improving the knowledge of the general public on ITSM and thereby to overcome innovation barriers in CE regions.
In detail, its specific objectives are to strengthen regional and transnational innovation capabilities via
a) the uptake of ITS enabled innovation methods in SMEs,
b) empowering CIOs of SMEs to run a service oriented IT department that delivers innovations, c) to develop a transnational cluster to improve innovation conditions and reduce regional innovation disparities.
Cooperation: The transnational exchange about methods, best practices and tools to design and operate ITS successfully will transfer knowledge and thus support innovation in the whole of CE. The project relies on cooperation between complementary partners and regions with differing levels and areas of expertise. By transferring know-how, experience and setting up a common training platform, synergies are fostered and a comprehensive approach to ITSM support is realised, which would not be possible on a regional level only. Furthermore, this approach corresponds to the needs new emerging transnat.organisational forms, such as business networks. Partnership: The consortium assembles complementary partners from regional development & innovation support, training & dissemination & ITSM suppliers (associated partners). Activities: The project designs and implements a comprehensive interregional training and technology transfer support programme with a focus on innovation in SMEs.
Main activities include
a) analysis of ITS enabled innovation
b) development of innovation and training methods
c) implementation of a web-based transnat. training platform
d) face-to-face and online trainings for CIOs of SMEs.
Outputs: a) innovation maturity report
b) case studies
c) training modules
d) training platform, pilot projects
e) 120 innovation training workshops with 1.000 CIOsResults: 1.000 learning processes and trained CIOs, 800 change and innovation processes of CE-SMEs based on extended ITS enabled innovation maturity are expected, based on the empirical experience that about 80% of attendants at the training events change their IT and create process or product innovations.
